Use of Information
This website is provided as an information source for public use.
The information is subject to periodic updates, revisions, deletions and
additions without prior notice. The material at this site is
provided for informational purposes only, and should not be relied on in
lieu of professional advice.
Where an official printed document differs from text which may be
provided at this site, the official printed document takes precedence.
The Freedom of Information Act provides that all messages received by
the City of Walker at this site become public records subject to
disclosure under the Act. Users who communicate through this site
are advised that all communications are public information and cannot be
held in confidence.
Commercial use of the material contained at this site is prohibited
without the express written permission of the City of Walker.
Web Site Link Policy

Statement of Purpose
The City of Walker treats the provision of links to external web
sites as a public service that can benefit its citizens and other site
visitors. The City of Walker web site is a proprietary, editorial
function of the City, created and maintained to promote and facilitate
the internal operations of the City and service the public. No use of
the City of Walker web site for purposes outside of the objectives set
forth above shall be permitted at any time. The City of Walker web site
is a non-public forum and is not provided to serve as a designated forum
for any type of speech in any capacity. Nevertheless, all regulations
and restrictions promulgated herein shall be implemented in a content
neutral manner.
Application
The City is responsible for management of the web site and will
determine whether external content meets the purposes of the City’s web
site. The City may, from time to time, in the exercise of the City’s
sole discretion, provide hyperlinks to web sites outside of and
independent from the City web site. Such hyperlinks are provided solely
as a convenience to the City web site user, in order to allow visitors
to link to other pages in an attempt to obtain information or contacts
regarding matters pertinent to the purposes of City of Walker and/or
local community interests. The following list contain non-binding
examples of types of web sites that the City will consider for a link:
Official local, state and/or federal government web sites.
Non-partisan web sites that encourage the informed and active
participation of Walker residents in government (for example:
www.smartvoter.org)
Web sites of non-profit institutions, organizations or
associations whose purpose is to provide the public with access to the
arts, humanities, local history, culture and education.
Web sites of non-profit organizations whose primary mission is to
provide employment, health and safety and other human services to
Walker residents.
Web sites of non-profit neighborhood associations based in the
City of Walker.
Web sites of organizations funded by the City of Walker, or those
with which the City has an intergovernmental agreement or those
organizations in which the City is a member.
The City of Walker Chamber of Commerce.
Web sites of public or private organizations that have established
a partnership with the City of Walker to help meet its strategic
goals.
Web sites of non-profit organizations that provide support to
other non-profit governmental agencies or Walker businesses.
Hyperlinks shall not be made available to any newspapers,
periodicals, or any other similar news gathering organization or entity,
due to concerns regarding the dissemination of political or ideological
materials to a captive audience. Notwithstanding the foregoing, press
releases prepared by City, for release to the press, may be made
available on the City’s web site, and any such news organization may
hyperlink from its own website to the City of Walker web site.
To fully comply with state law, avoid the appearance of City
endorsement of any political content, and minimize the chance of abuse
and the risk of imposing upon an unwilling audience, hyperlinks to sites
whose primary or underlying purpose is to promote any political or
ideological message or agenda are prohibited.
The City will comply with all applicable laws in its management of
the City’s web site including, without limitation, Michigan’s Freedom of
Information Act, Act No. 442 of the Public Acts of 1976, as amended.
Link Requests
Requests for links from the City of Walker web site will not be
granted automatically and are not guaranteed, regardless of whether the
entity involved is as described above. As a general rule, links are only
provided to non-profit organizations with web sites that benefit City of
Walker residents, businesses and/or web site visitors.
Web site operators who wish to have a link from the City of Walker
web site must comply with this Policy and provide all contact
information requested by the City.
Required Contact Information
Requests for links to the City of Walker web site shall provide the
following information to the City of Walker Manager’s Office:
Name of the organization operating the web site.
Physical address of the organization.
Name of the person responsible for the web site.
Email address and telephone number of the person responsible for
the web site.
Internet address (URL) of the web site.
Official documentation of the status of the organization
requesting the link.
Name, address, phone number and email address of the contact
person from the non-profit organization.
The City reserves the right to amend its contact requirements at any
time.
Disclaimer/Indemnification
The City web site shall include the following disclaimer notice for
any hyperlinks established:
"The hyperlinks provided herein on the City of Walker web site are
not under the direct or indirect control of the City, and are provided
solely as a convenience to you. By clicking on any such hyperlinks,
you will be leaving the City of Walker web site entirely. Accordingly,
the City’s provision of these links does not in any manner, express or
implied, approve or promote, make any representation regarding,
warrant the accuracy of any information, or endorse any opinions
expressed on any of these outside web sites. The City shall be deemed
to be held harmless for any penalty, damage, injury, expense or fine
levied as a result of the content, nature or claims of any web site
linked to herein. If you have a question or comment regarding any of
these outside web sites or any of the content contained therein,
please contact them directly on their site and not on any of our
feedback sections."
This Policy shall be made available via a textual link on the City of
Walker web site.
Removal of Content
The City of Walker reserves the right, from time to time, as it
deems appropriate, to undertake the following editorial functions in
the management of its web site:
1. Limit or adjust the maximum number of hyperlinks made available
through the web site.
2. Remove all hyperlinks from the web site in its entirety.
3. Remove hyperlinks to any web sites determined,
after subsequent review, in the sole editorial discretion of the City,
to no longer serve the purposes set forth generally herein.
4. Remove hyperlinks to any web site deemed to be
patently offensive or objectionable to the users of the web site,
residents and visitors of the City or which overtly or implicitly
threaten the health, safety, or welfare of such individuals.
Amendment/Interpretation
This Policy may be amended from time to time, in whole or in part, as
deemed appropriate by the City Commission of the City of Walker.
If any provision of this Policy is held invalid or unconstitutional
by a court of competent jurisdiction, such decision shall not invalidate
this Policy in its entirety, and to this end the provisions of this
Policy are declared to be severable.
Disclaimer of Liability
With respect to all information available at this site, the City of
Walker, its officers, employees, agents and assigns make no warranty,
express or implied, including the warranties of merchantability or
fitness for a particular purpose, and assume no legal liability or
responsibility for the accuracy, completeness or usefulness of any
information. The City of Walker, its employees, agents and assigns
will not be liable for any damage or injury caused by the use of this
site, including but not limited to failure of performance, error,
omission, interruption, defect, delay in operation or transmission,
computer virus, or on-line failure.
